33. Subject to the second paragraph, where the Chief Electoral Officer issues invitations to tender, the Chief Electoral Officer shall address then to a minimum of 3 suppliers who have an establishment in Québec or, failing that, to the only 2 suppliers who have an establishment in Québec.
Where invitations to tender are issued and the specialty and level corresponding to the estimated amount of the contract are provided for in the central register, the invited suppliers shall be suppliers whose names are obtained from the central register.
